First of all, go to the Programs page.
Choose a program you'd like to add the merchant to and press the 2nd icon, which will navigate you to the enrolled merchants page for that program.
Here you can search and select a merchant with the checkmark next to the merchant. After clicking Add selected the merchant will be added to the program.
The merchant should now be added to the program.
